With the rise of digital health technologies, policymakers are in the forefront of transforming healthcare systems across Europe. Health strategies have and are currently being developed in each country to sustain the harmonic and efficient implementation of these technologies. Although each country has its own needs and specific characteristics, it has been commonly acknowledged that having a common evaluation framework for interoperable technologies could support national healthcare systems in tackling the workforce crisis while addressing the epidemiological needs with innovative methods.
EDiHTA is working closely with policy makers across Europe to develop a harmonised framework that can be utilised across borders while taking into account country specific aspects such as maturity of the digital health ecosystems and decision-making processes involving multiple layers of negotiation and approval.
Decision-makers from Belgium, Denmark, Estonia, Finland, France, Germany, Greece, Italy, Luxembourg, Netherlands, Portugal, Scotland, Slovenia, Spain have been involved from early stages of the project to map national digital health strategies, national infrastructures and evaluation schemes that support/underline DHTs implementation. In 2024, we identified the policymakers’ requirements relevant to the design of the EDiHTA framework whilst looking to expand this group to further involve them in the development of the framework and the validation exercises that will follow in 2026.
By focusing on adaptable frameworks, regional cooperation, and inclusive stakeholder engagement, EDiHTA can support equitable access to effective digital health solutions, ensuring that all countries, regardless of their current maturity level, can benefit from advancements in digital health. Involvement of policy makers in the conceptualisation, development and validation process strengthens the vision for harmonised evaluation of digital health technologies in Europe through the successful uptake and long-term sustainability of the EDiHTA framework.
