Brief description: Prof Panos Kanavos is an Associate Professor of International Health Policy in the Department of Health Policy at the London School of Economics and Political Science; Deputy Director at LSE Health and Programme Director of the Medical Technology Research Group (MTRG).

Brief description: Canada Research Chair in Health Innovations from 2005 to 2015. Member of the Board of Directors of INESSS from 2018 to 2023 and co-chair of Research at the International Observatory of the Societal Impacts of Artificial Intelligence and Digital Technology (OBVIA) from 2018 to 2022.

Institution: Chair of Biomedical Engineering at the University Campus Bio-Medico (UCBM) in Rome, Italy. Since September 2013, he has been a Professor of Biomedical Engineering at the University of Warwick, UK, where he still co-directs the Applied Biomedical Signal Processing and Intelligent eHealth Lab (ABSPIE).

Brief description: One of the three medical device experts of the Technical and Clinical Committee of the Ministry of Health. From 2020 to September 2023, he worked as an Innovation Manager for the World Health Organization (WHO), Emergency Program (WHE) Infection Prevention and Control (IPC) unit. Secretary General of the International Federation of Medical and Biological Engineering (IFMBE) and the Past President of the European Scientific Society of Biomedical Engineering (EAMBES).

Institution: Università Tor Vergata

Brief description: Medical Doctor since 1978. In 2005 he was named a Director of Research at the Institute of Neurobiology and Molecular Medicine of the National Research Council in Rome. In 2008 he became a Director-General of the Italian Medicines Agency, having been a member of its management board since 2004. From 2011 to 2014 and from November 2015 to November 2020 he was an Executive Director of EMA.

Expertise: Team-NB – the European Association of Medical Devices of Notified Bodies, formed in 2001. This association promotes high standards and represents the interests of Notified Bodies. It participates in improving the legal framework and contributes to harmonisation among Notified Bodies.

Brief description: Before founding EU4HealthSolutions, Yves Verboven was director of market access & economic policies at MedTech Europe from 2014 to 2021and Sr. Advisor for Regulation on HTA with a build-out topics leads on Digital & AI till 2024. Previously Responsibilities as Assistant Director Health Economics, EMEA at Alcon-Novartis and heading the Clinical Outcomes & Research in the field of Heart Failure and Cardiac Rhythm Management and in September 2008. He developed comprehensive patient report outcomes instrument to support patient diagnosis and assessed the outcome value of dry eye treatment to patients. He had previously joined Medtronic in 1999 to head the European Heart Failure Clinical Outcomes & Research department. Currently in context of an EU4Health project the build-out of an EU Community of Innovation Hubs/Cluster and partners to unlock EU regulations for innovators.

Expertise: Previously director of market access & economic policies MedTEch Europe from 2014 to 2021. His work focuses on the value-based access model within the EU frameworks, including participating in dialogue with procurers, payers, Health Technology Assessment (HTA) Member States representatives on value-based procurement, value of diagnostic information, modern HTA cooperation in Europe, and new evidence and financing schemes to shift to access of medical technologies of value for patients, healthcare, society and the economy. In addition to representing the medtech industry in policy discussion, the work focuses on building out a framework and implementation of a Value of Innovation and Partnership access model for medical technologies, Economic Most Advantageous Value based (Innovation) procurement applying a comprehensive value framework, the value of diagnostic information and health system innovation accessibility pathways. These are guided by the commissioned work on incorporating value in investment decision in healthcare across Europe. A build-out and implementation done in addition to medtech industry representatives a collaborative work with procurers, payers, Health Technology Assessment (HTA) experts and striving to the use of an adaptive approach in evidence generation for value assessment and rewarding along the lifecycle.

Brief description: Senior Health Economist leading the OECD’s work in Digital Health, bringing together policy guidance for digital tools, integrated data, and responsible analytics including Artificial Intelligence. Before joining the OECD, Eric led the Secretariat for a pan-Canadian Health Data Strategy, bringing together experts and governmental leaders from across Canada to establish an integrated health data ecosystem that better uses data for health systems, public health, population health, research, and care. Eric authored the Pan-Canadian Health Data and Information Governance Framework and Toolkit and has taught courses in data science, health data governance, and privacy.

Expertise: In OECD he is accountable for measuring and evolving the OECD’s Recommendation on Health Data Governance (2017) and supporting digital health policy that provides data protection (e.g. security and privacy) and timely access to quality data to optimize the use of data for information, insights, and impact among individuals, health workers, policy makers, researchers, and innovators.

Institution: Scottish Government, European Health Telematics Association (EHTEL)

Brief description: As Head of International Engagement, I work on behalf of the Scottish Government’s Directorate for Health and Social Care Finance, Digital and Governance to support the development and implementation of innovative digital health and care services in Scotland by building relationships with European and international stakeholders to exchange good practice and learning, foster collaboration and partnerships, and to support economic development in Scotland. In January 2021, she was appointed as President of the European Health Telematics Association (EHTEL).
