From EDiHTA development to implementation: testing the pathway in Norway

Just ahead of the EDiHTA General Assembly in Oslo, the EDiHTA project will host an Executive event on the implementation and uptake of the EDiHTA product within the Norwegian health system on 21 September 2026 at DNV Headquarters in Oslo.
 
The workshop will bring together 35 key actors from across the Norwegian digital health and HTA ecosystem, representing different responsibilities and decision-making perspectives: the Norwegian Directorate of Health, Norwegian Medical Products Agency (NOMA), Norwegian Institute of Public Health (NIPH/FHI), hospitals and healthcare providers, regional and local health authorities, digital health research organisations, and Healthtech Norway representing the health technology and innovation ecosystem.
This diversity of perspectives is central to the exercise. Digital health technologies move across multiple levels of the health system — from development and evidence generation to assessment, adoption, implementation and use — and their evaluation therefore requires the involvement of actors with different mandates and responsibilities.
 
The objective is to develop a first blueprint for the implementation and exploitation of EDiHTA in Norway, focusing primarily on how EDiHTA can complement and strengthen existing structures rather than requiring the health system to adapt around the framework.
Importantly, Norway will also serve as a pilot environment for this exploitation approach. The methodology and lessons generated through the workshop will help EDiHTA explore how similar national implementation blueprints could subsequently be developed across other countries in the European HTA ecosystem.
This represents an important next step for EDiHTA: moving from co-creating a European framework for the assessment of digital health technologies to understanding how that framework can create value in real health systems.
